Ministry of National Defense Issues Press Release Regarding “Certain Provisions of the Revised Military Personnel Compensation Act Not Included in the 2026 Defense Budget”

    The Ministry of National Defense stated today (August 25) that effectively implementing the government’s policy to support ROC Armed Forces personnel remains a key focus of defense policy. Regarding the issue of certain provisions of the newly revised Military Personnel Compensation Act not being included in the 2026 defense budget, the Executive Yuan filed a petition for constitutional interpretation and a temporary injunction with the Constitutional Court on August 22. Based on the principle of unified administration, the Ministry of National Defense will follow the guidance of the Executive Yuan.

    The Ministry of National Defense further indicated that since 2016, military, public, and teaching personnel have received four salary adjustments, totaling a 14% increase. Additionally, starting in April this year, five allowances for the ROC Armed Forces have been progressively increased, with allowances for voluntary service personnel rising by 30% to 50%, all of which reflect the administrative team’s concrete commitment to supporting ROC Armed Forces personnel.

    The Ministry of National Defense clarified that, regarding the Legislature’s proposal to enhance military personnel compensation, President Lai has stated that if the constitutional interpretation deems it compliant with the Constitution, the provisions will be retroactively implemented. If found unconstitutional, alternative measures will be pursued to support the ROC Armed Forces. The Ministry of National Defense will continue to promote gradual salary increases, improve living and working conditions, accelerate the replacement of outdated weapons and equipment, and implement realistic combat training to boost troop morale and fulfill the mission of safeguarding national security.
