Ministry of National Defense Issues Press Release Addressing Media Reports on “International Scholars’ Negative Interpretation of Han Kuang 41 Exercise”

The Ministry of National Defense stated today (August 5) that this year’s “Han Kuang 41 Exercise” was designed with realistic scenarios and supporting conditions from a combat perspective, adhering to the requirements of “real troops, real locations, real-time, and real equipment” to closely simulate actual combat situations for various drills. ROC Armed Forces personnel have demonstrated significant progress during the prolonged and high-intensity exercises, earning recognition from various sectors. The ministry will leverage post-exercise review mechanisms to continuously evaluate and improve, enhancing combat readiness effectiveness.
Regarding the “Urban Resilience Exercise,” the Ministry of National Defense stated that this exercise, for the first time this year, integrated drills for “national defense mobilization, air defense, and critical infrastructure protection,” aiming to strengthen local governments’ emergency response capabilities and foster a public mindset of “being prepared ensures greater safety.” Building on the experience gained, the ministry will continue to enhance military-civilian coordination mechanisms, improve overall operational efficiency, and advance society-wide defense resilience.
The Ministry of National Defense expressed appreciation for international scholars’ attention to Taiwan’s defense force development and their suggestions. The ministry will incorporate these as references for military buildup and continuous improvement. However, it also urges domestic media to avoid negatively framing the exercises as a “performance,” as such portrayals distort the original intent and are unfair to the ROC Armed Forces personnel dedicated to combat readiness training.
