I. The 80th Anniversary Series of the Victory of the Second World War and the
Second Sino-Japanese War
The Ministry of National Defense (MND) held a press conference today (Mar. 26) to
explain to the public the activities planned to commemorate the 80th Anniversary
Series of the Victory of the Second World War and the Second Sino-Japanese War.
The theme for this year is "Anti-Invasion and Defend Our Homeland," and it is
divided into four topics: "Defending the Republic of China," "Concerted Military
Civilian Efforts Against the Enemy," "Youth Stepping Up to Defend the Country," and
"Partner Up of Allied Forces." The goal is to promote the important spirits of the
martyrs and pioneers during the resistance and integrate them into various activities.
The entire plan is divided into three categories: "Self-Organized Activities," "
Activities Collaborated with Non-Government Entities," and "Document Materials
Action."
The MND stated that the "Self-Organized Activities" include three events: the
"Military Photography Exhibition," "Commemorative Concert," and "Xiangti Avenue
Carnival." Among them, the "Military Photography Exhibition" will be held outdoors
for the first time, in collaboration with the Taipei City Government. It will be
displayed at 34 bus stations throughout Taipei City, with the four main themes
promoted according to the administrative district divisions. Additionally, a drawing
game by leaving comments will be held in conjunction with the photo exhibition.
The "Commemorative Concert" focuses on the theme of "Anti-Invasion and Defend
Our Homeland," aiming to inspire the nationals across generations to take pride in
promoting the wartime spirit of our martyrs and predecessors. The "Xiangti Avenue
Carnival," which has received positive feedback and recognition from the public in
previous years, will once again be held at Xiangti Avenue in Xinyi District. This
large-scale military-civilian interactive carnival will bring the military closer to the
people. It is hoped that the event will link the spirit of resistance during the war with
the defense of Taiwan, rekindling the patriotism of all citizens.
This event also includes plans for collaboration with civilian organizations. In
addition to collaborating with the Taiwan International Model Hobby Development
Association to hold the " Resistance Art Exhibition and Military Model Exhibition" at
the National Taiwan Library, showcasing wartime artwork and military models, there
will also be a collaboration with Kuai Kuai Co., Ltd. to release three co-branded
products. The first product features a design based on Girl Scout YANG HUI-MIN
sending the national flag to the Sihang Warehouse and raising the flag with soldiers. It
includes a timeline image outlining the key moments of wartime discourse. The
second product centers on Navy personnel defending the nation's maritime borders,
conveying the resolve of modern military personnel to safeguard the country. The
third product features Jerome Simon, a former Flying Tigers member, with his portrait
on the packaging, symbolizing the spirit of allied cooperation. These three designs
cover the themes of "Past, Present, and Allied Forces," each with its unique
characteristics and are highly anticipated. Additionally, this year marks the first-time
collaboration with the Vitalon Foods Company to release co-branded products. It is
well known that military personnel sweat significantly during their training to protect
the homeland. In recognition of the efforts of the armed forces, Vitalon Foods
Company has designed products inspired by the sweat shed by servicemen during
their training. This design aims to resonate with the public's respect for the military
and inspire greater appreciation for the efforts the military makes to defend the
Republic of China. The goal is to encourage citizens to provide more support and
encouragement to the military for their tireless efforts in safeguarding the nation.
The MND further stated that "Document Materials Action" is also a crucial part of
these activities. These efforts not only serve as spiritual education for military
personnel but also help to foster a sense of patriotism among the public. One such
campaign, the "Guarding Our Homeland with Our Lives" series, features seven
exemplary figures, including SUN YUN-SUAN. While they are not necessarily
military personnel, all of them have dedicated themselves to the survival and
development of the Republic of China. In addition, starting from April, Professor
MING JU-ZHENG will host a special program every two weeks focusing on the spirit
of the Second World War and the Second Sino-Japanese War. These programs will be
aired on Armed Forces Day to educate military personnel and will also be uploaded to
YouTube and the All-out Defense Education, allowing the public to gain a clearer
understanding of how to carry forward the spirit of the Resistance.
The MND emphasized that, although these activities are not mandatory, it can deliver
a powerful message through diverse forms of publicity. The spirit of the martyrs and
pioneers is just as relevant to us today as it was in the past. Both past and the current
generations share the same belief: protecting the survival and development of the
Republic of China and resisting invasion. Honoring our predecessors in this way is
not only the best tribute to them but also the most meaningful form of
commemoration.
II.The Preparedness Overview of the One-Year Conscripts for 2025
To achieve the important policy goal of "adjusting the duration of mandatory military
service" and enhance the overall national defense combat capability, starting from
January 1, 2024, males born in or after 2005 have been conscripted for a one-year
mandatory military service. The first group of one-year conscripts had reported for
duty on January 25, 2024. These conscripts have undergone comprehensive training,
including induction, station-based training, base exercises, and joint training sessions,
preparing them to take on the responsibility of defending the country and
safeguarding the homeland. They will gradually be discharged starting from January
18, 2025. After one year of verification, the results of the 2024 program have met
expectations.
The following is a report on the implementation results in 2024 and the preparations
for various tasks in 2025:
(I) Implementation Results in 2024
1. A total of 6,956 conscripts were enlisted; among them, 2,047 have been
discharged so far and incorporated into the reserve mobilization system. After
excluding those who transferred to voluntary service, volunteered for combat
units, medically discharged, or left early, 3,761 conscripts were assigned to the
defense units.
2. Base training for the defense units, including the 109th Brigade, 249th Brigade,
137th Brigade, and 101st Brigade, was carried out with one infantry battalion
from each brigade. The annual base assessments have been completed, with
good execution and all training objectives achieved.
3. The MND has distributed conscripts according to the vacancies in the regular
forces, combining specialized skills for filling positions, and sent recruits to
military training units based on their specialties. So far, 5,238 conscripts have
been trained in 14 different specialties, including infantry, armor, and artillery.
Additionally, 403 outstanding trainees were selected for officer training. This
is expected to help replenish the specialized skills of reserve forces and junior
officer personnel after their discharge.
(II) The Preparedness Overview for 2025
1. Personnel Planning: The number of conscripts is estimated according to the
estimation of the Ministry of the Interior (MOI), with approximately 9,839
conscripts for the one-year mandatory military service this year. The MND has
coordinated with the MOI to align with the education system and developed a
preliminary plan for the monthly conscription flow and schedule. The number of
conscripts each month will be adjusted based on the conscript registration
statuses investigation of the Department of Conscrpition Administration, MOI,
and updated according to the situation.
2. Training Planning:
(1)Boot Camp: The boot camp is an 8-week, 4-phase training program. In the
second phase, in addition to maintaining the current training programs for
weaponry shooting and combat drills, new courses will be introduced,
including training in handguns, machine guns, drones, man-portable
surface-to-air missiles, and anti-armor weapons. The goal is to equip
conscripts with a variety of specialized skills, enhancing the selection and
replenishment of reserve force specialties.
(2)Base Training: To ensure that conscripts receive comprehensive training,
the defense unit base training will be conducted annually, with the advanced
training phase lasting 13 weeks. This year, there are 4 units of the 137th
Brigade 1st Infantry Battalion of base training for defense units, and will
receive verification in September.
3. Logistics Planning:
(1)Accommodation Space: Plan for repairment of 23 barracks.
(2)Clothing and Supplies: The clothing distribution will follow the same
method as in 2024. On the day of enlistment, new recruits will be issued
"field uniforms" and 14 other items of clothing by the basic training unit.
For individual combat equipment, they will receive protective helmets,
ballistic plates, and combat vests at the end of their 8-week boot camp.
(3)Equipment Adjustment: Base training equipment will be completed by each
branch of the military within the 3 months prior to advanced training.
(4)Ammunition Inspection and Preparation: In response to new weapons and
combat-oriented training, preparations for the supply of six types of
ammunition—including rifle rounds, grenades, and Red Hawk rocket
missiles—have been completed to meet the training needs of the units.
4. Political Warfare Planning:
During the boot camp and unit training, conscripts undergo patriotic education
and mental health education courses. The goal is to achieve the training
objectives of "developing combat capabilities for defense and civil defense
missions, strengthening conscripts' determination to defend the country, and
solidifying their resolve to serve in the military."
Regarding the policy of mandatory military service length adjustment, which has
been in effect since January 1, 2024, the MND has verified that the various tasks
have met expectations and that the goals of the policy have been successfully
achieved after one year of implementation. The MND will continue to review
and improve the system to enhance the combat readiness of the military, increase
reserve mobilization capacity, and ensure national security.
