The Ministry of National Defense stated today (March 3) that improving the benefits and welfare of military personnel has been a priority since President Lai Ching-te took office, and efforts are being made to advance this initiative. The Ministry of National Defense has already developed plans to increase “voluntary military service allowances" and "combat unit allowances" and is currently in discussions with the Executive Yuan to reach a consensus. Once approved, these plans will be implemented.
In response to the legislative proposal to increase military personnel benefits, the Ministry of National Defense explained that according to Article 91 of the Budget Act and Article 5 of the Fiscal Discipline Act, if a proposed law significantly increases expenditures or reduces revenues, the legislative proposal must consult with the Executive Yuan and specify the source of funds for the supplementation. If necessary, proposals for amending other laws should also be made to balance the overall policy burdens and ensure feasibility in order to prevent the expansion of government budgets or the crowding out of other policy budgets, making it a viable approach.
