Four. News references of press conference
The MND established the "Xing'an Project" in 2017, investing in the construction of modernized barracks and dormitory, to improve the living quality for soldiers, allow them to focus more on combat readiness training and continue to defend the homeland. Since its launch in 2017, 103 cases of the "Xing'an Project" has been executed, with a total budget of over NT$114.5 billion. By the end of 2024, 83 cases were completed, and 9 cases are expected to be finished this year (2025). The remaining 11 cases are scheduled for completion between 2026 and 2029 according to contract timelines.
During the execution of the project, factors such as the COVID-19 pandemic and the Russia-Ukraine war have led to price increases and a shortage of construction labor. However, through timely adjustments to the implementation strategy, the project has successfully proceeded with bidding and is being carried out according to the planned schedule. By establishing a communication platform between the MND and the Public Construction Commission of Executive Yuan, comments from the Ministry of Agriculture, Ministry of Economic Affairs, Ministry of Culture, and other agencies have been integrated effectively, which accelerated the review and approval of various plans and the construction progress.
To ensure a timely and qualified completion of the projects, the MND has not only audited construction quality and conducted irregular supervision and inspections, but also established progress milestone control targets for each case to assess and review the progress and risks of execution. Through monthly meetings of the MND Engineering Review Committee, the construction progress and budget execution rates are verified and reviewed. In recent years, the execution rate has consistently exceeded 90%, effectively driving project progress and maximizing budget efficiency.
The "Xing'an Project" also participated in the selection of "Public Construction Golden Quality Award" of the Public Construction Commission, Executive Yuan. In 2023, the Army's "New Construction Project of Wude Barracks" received an honorable mention. In 2024, the Army's "New Construction Project of Wuling Barracks " won the excellence award, while the Army's "New Construction Project of Ching-Chuan-Kang Barracks" received an honorable mention.
Since the execution of the "Xing'an Project," all projects have been completed according to the monitoring and evaluation targets, providing facilities for military units to occupy and use. The results have been highly affirmed and recognized by the soldiers. The MND will continue to oversee the implementation of each case. Additionally, the MND will continue to manage the renovation of the military's aging barracks using the surplus from the barracks improvement fund, aiming to enhance the living quality for soldiers and create a high-standard service environment.
