The Ministry of National Defense issues a press release to explain media reports about "The low willingness among manufacturers for certification pertaining to the National Defense Industry Development Regulations" (March 31, 2023)

In response to media reports about "The low willingness among manufacturers for
certification pertaining to the National Defense Industry Development
Regulations", the Ministry of National Defense (MND) confirms that the reports
are inconsistent with the facts and explains as follows:

1. In accordance with indigenous national defense policy and the need for
preparedness and military build-up, the MND announced 837 military products to
be placed under surveillance and control. Sixty-one manufacturers have applied for
evaluations across 482 items, and 49 certificates of conformity have been issued to
10 manufacturers following after the manufacturer-level evaluation and safety
inspection. Such manufacturers are also cleared of evaluation by third-party experts
and scholars.

2. Based on the stipulations of the Industry Development Regulations, the
personnel, facilities (equipment), and information of manufacturers applying for
certification must undergo security checks to ensure national defense security and
no mainland-based funding. If another class of controlled and restricted military
product is to be exported, they must also be evaluated by the Ministry of National
Defense, the Ministry of Economic Affairs, the National Science and Technology
Council, and other competent authorities to prevent the export of critical military
products to controlled areas. In addition, qualified manufacturers awarded with
certification can be prioritized to take part in tenders for projects which have
adopted selective or restricted bidding for the procurement of controlled and
restricted military products in compliance with the legal provisions of the
Government Procurement Law.

The MND emphasizes that it will continue to implement indigenous national
defense policies according to laws and regulations, expand the acceptance of
manufacturers to apply for certifications, broaden the channels for obtaining
weapons and equipment, and establish national defense industry supply chains to
accommodate the preparation needs of the military. As such, the MND calls on our
nationals for support.
