In view of the duty rotation for combat-readiness and vocation plan among officers and soldiers of the Armed Forces during the "nine-in-one election" this year, the Ministry of National Defense (MND) stated today (21st) that relevant practices will be the same as those during previous elections. Details are as follows:
1. The Armed Forces takes combat readiness training as its primary task. To ensure the security of the Taiwan Strait, the military works in accordance with the Implementation Regulations of the Two-day Weekend for Armed Forces Personnel and the Holiday Regulations at the Kinmen and Matsu Defense Area, and adopt a rotation system for holidays in conjunction with regular combat readiness missions. The military will adjust the time for handover of troops to 12:00 on election day to ensure combat readiness needs are met, and the voting rights of officers and soldiers are upheld.
2. On election day, non-combat readiness troops have a vacation rotation scheduled to be implemented at least one day before the election so officers and soldiers returning home to vote have sufficient time to travel. Punishments such as duty penalties, confinement, or restrictions should not be implemented to personnel who have holiday plans schedule for polling day so they may travel to vote.
The MND emphasizes that the Armed Forces have always upheld the stance of "Civilian Control of the Military", have continues to educate all officers and soldiers to strictly abide by administrative neutrality, protect our free and democratic system, and achieve the mission of safeguarding national security.
