Navy Command issues a press release about matters concerning the "Distribution of souvenirs by Hengchun Township via the Good Neighbor Relationship Fund for public welfare disbursements" (November 17, 2022)

In response to media reports concerning the "distribution of souvenirs by Hengchun Township via the Good Neighbor Relationship Fund for public welfare disbursements", Naval Command has issued the following statement today (17th):

1. According to "Working Plan for Good Neighbor Relationships of the Armed Forces By Major Weapons Training Grounds and Oil and Ammunition Depots Affecting the Community", the Good Neighbor Relationship Fund for public welfare disbursements can be used in support of issues such as environmental protection, disease prevention, cleaning public areas such as beaches and mountains, or for villager events and other activities. Any such plan under the Good Neighbor Relationship Fund has to be submitted by the township office, and will only be sponsored after approval by the Service Review Committee.

2. The Hengchun Township Office held a public forum and national defense publicity activities, and distributed souvenirs for the event to local residents in the form of "exchange coupons." On June 16, 2022, the "Local Community affected by Major Weapons Training Grounds" event was agreed to be held following review by members of the Review Committee, and the procedures and scope of the disbursement complied with the Working Plan for Good Neighbor Relationships.

3. While adhering to the principles of "the military and civilians are one family" and "administrative neutrality", the Navy allocates funds for the local community in accordance with the law. It also takes into account local community needs and combat readiness training to protect national security.
