In response to a weekly report that "The Ministry of National Defense has uncovered dishonorable and unscrupulous manufacturers who use Chinese materials", the Ministry of National Defense has issued the following clarification today (12th):
1. To prevent manufacturers using materials from mainland China in breach of contract, the Ministry of National Defense (MND) conducts ad-hoc visits to factories to audit the performance of contracts. Only after manufacturers have produced a statement of declaration issued by the court stating that the materials used are domestically produced will the MND begin the process if inspection and acceptance.
2. Any manufacturer or goods that do not comply with the contract are handled by the MND via penalty or termination of contract, and the performance bond is confiscated. If the manufacturer refuses to accept such measures and files a complaint, such measures shall still be issued should the Pubic Construction Commission of the Executive Yuan uphold the original decision.
3. In April this year, the MND received a complaint and accusation alleging that a manufacturer was suspected to have provided mainland-made materials for inspection, so the MND has proactively lodged a complaint with the prosecution service in accordance with the law. The MND will fully cooperate with the investigation of judicial institutes, and issue any due punishment in accordance with the decision to protect the rights and interests of the Armed Forces.
