Kinmen Army Defense Command stated that a non-commission officer (NCO) named Wu, during the time when he served as a drill officer, was suspected to have acted improperly to a private named Chong. After an administrative investigation was conducted by the unit, the accusation was found to be true, and the NCO was transferred to the Kinmen PM for investigation today (19th). Based on the principle of working by "concurrent criminal and administrative punishment”, Command approved strict administrative punishment.
Kinmen Command emphasized that the Army strictly prohibits "using training as an excuse, but rendering punish in essence." It will not tolerate misconduct, and should review the responsibilities of relevant supervisors. It will also used this case as an example, and insist on strengthening the concept of law and discipline for servicemen to tighten internal management as well as military discipline.
