1.Introduction

At the beginning of 2020, a severe and special infectious pneumonia (COVID-19) started becoming prevalent and spread around the world. In view of the ongoing epidemic, masks have become a necessary material of war preparedness for the Armed Forces. As such, the 209th Plant of the Manufacturing Center of the Armament Bureau of the MND established an automatic production line of medical masks for the Armed Forces to be combat ready and cope with epidemic prevention needs.

2.Current status of the mask production line:

(1)Location:

The Umbrella Production Camp of the 209th Plant of the Manufacturing Center, Armament Bureau (Chingshui District, Taichung City).

(2)Factory scale:

845 square meters (65×13 meters).

(3)Equipment:

There are two sets of ultrasonic mask hot-melting units, with space reserved for expansion of two more sets.

(4)Capacity:

100,000 masks can be produced from the dual-line by a single-shift daily, and a double-shift can produce 200,000 masks, which is able to meet military combat readiness and epidemic prevention needs of the Armed Forces. During the epidemic, the production lines can be incorporated into the epidemic prevention system of the Ministry of Health and Welfare (MOWH) to strengthen production capabilities and assist with national epidemic prevention and medical strategy as well as war preparedness. 

(5)Production line establishment:

Works in the areas of "Factory Reconstruction", "Machinery Purchase", "Replenishment of Raw Materials", "Application of Manufacturing Licenses", "Product Inspection Registration" and "Certification of Good Manufacturing Practice (GMP)" have been successively furnished since June 15, 2020, and the plant was awarded a first-level medical equipment license issued by MOWH on 3rd February, 2021; a qualification for manufacturing and sales.

3.Current status of production 

To implement national epidemic prevention policy and meet the epidemic prevention needs of units at all levels from the Armed Forces, the MND has made every effort to complete the construction of production lines for medical masks. Mass production started from March 2021 and continues today. In addition, the plant shall continue production based on the actual needs of the Armed Forces for warfare and exercises.

4.Conclusion

The Armed Forces will always adhere to the concept of "epidemic prevention is combat fighting", engage in epidemic prevention support tasks in line with national needs, and strictly control the production standards of masks based on an "utmost quality" attitude to persistently provide high-quality masks to meet the needs of combat readiness and war preparedness of the Armed Forces.
