IV.Ministry of National Defense Reference Material
The MND has worked according to "The Review and Consultation Regulations for Property Declaration Materials by Civil Servants", and openly hosted a “Lot-drawing Press Conference for the 2020 Annual Substantive Examination of Property Declaration by Civil Servants" today (9th). The event was chaired by General Chang, Vice Minister of the MND, alongside Lieutenant General Mo, Administrative Vice Minister of the Army, Lieutenant General Liu, Inspector General of the MND, Mr. Chang, Director of the Civil Service Ethics Office, Major General Hu, Director of the Military Discipline and Ethics Department, and reporters. Through a "random sampling" computer operating system as, it will draw out 301 people from the 3,000 obligors placed under control by the Army, to carry out substantive examination with another seven individuals selected from the 301 for a comparison of annual declaration materials before and after. It is hoped that administrative transparency will be clear through such an open and fair drawing process.
To implement the policy goals of "transparency, anti-corruption, and a clean and unscrupulous government", the MND is holding this open press conference every year. During the event, all related ranking chiefs in charge, responsible supervisors, and reporters will be present to oversee the draw, which will randomly select those subject to a substantive examination.
Since the promulgation of the Property Declaration Law implemented in 1993, the Armed Forces have worked to simplify procedures so that obligors of the Army can make their declarations within the time limit. With the exception of some personnel who conduct declarations in accordance with the National Intelligence Work Law, others have made declarations via computer with a declaration rate of 100%. In addition, the MND has actively encouraged its colleagues to authorize the functional platform of the Ministry of Justice to carry out property investigations to simplify declaration procedures. As such, the authorization rate in 2018 increased from 39.5% to 91.5%, and has been upheld for more than 90% in the last two years, fully demonstrating the execution of the “Mission Must Be Achieved” goal of the Armed Forces and increasing its reputation globally.
In his speech, Vice Minister Chang stated that integrity and military discipline are the criteria for military careers, and it takes time to accumulate and internalize these qualities in the mind of every serviceman. As such, it is necessary that the Armed Forces strictly abide by the property declaration regulations and he encourages all servicemen to comply with the requirements of laws and regulations both in their operations and when displaying the protocol and demeanor of the Armed Forces as a "clean, self-sustaining, and law-abiding administration."
