The Army Command Headquarters issued a press release regarding the media coverage “Two military officers prosecuted for dishonest claim for High-performance clipper procurement project” September 9, 2020
The Army Command Headquarters said today that the military respects judicial authorities and will assist with investigation as required for justice to be served. The following statement was issued.

The procurement project, conducted between 2007 and 2008, for high-performance clippers was aimed at procuring 20 such vessels for the Amphibious Battalion of the Army Aviation & Special Forces Command with a total budget of NT$ 582,460,000. The first prototype vessel was procured in 2007. After it passed the test, the procurement was executed in 2008 in accordance with Article 22-1-7 of the Government Procurement Act, purchasing the balance 19 vessels from Longde Shipbuilding Co. Ltd. A contract was entered into the following year in 2010.

With regard to the charges by the District Prosecutors’ Office of Taoyuan about change of specification, inadequate receiving inspection, dishonest claim of price, the MND completed its investigation on December 3, 2013 in response to the correction notice from the Control Yuan and convened a review meeting accordingly. The case was closed upon approval by the Control Yuan. Those who were involved in the charges were placed on administrative disciplines ranging from a demerit or 2 warnings based on their negligence and/or offenses committed in addition to criminal prosecution. All such members involved in the case had been discharged as of the time being.

It is and has always been one of the military’s top priorities to curtail corruption and adhere to the rule of law. In case of any charges against discharged personnel, the MND will assist with judicial investigation as required. Offenses and violations of any contract will be subject to prosecution and penalty.
