In response to media reports regarding the "event addressed by Ms. Huang Chen A-chun, the widow of Chen Sheng-qian, a martyr who died at the 823 Campaign 62 years ago," the Ministry of National Defense (MND) explained today (23) as follows:


1. According to Article 24 of the "Military Compensation Regulations" promulgated on January 7, 1949, a one-time pension is awarded to the families of soldiers who die during wartime, as well as an annual pension that is released during a period of 20 years. The MND stipulated the distribution rules of money payment to care for the bereaved families of the Armed Forces in 1990, which established the "Life Caring Money for Bereaved Families upon Pension Expiration" and "Lunar New Year Caring Money for Bereaved Families" to expand the care for the bereaved families of officers and soldiers.


The officers and soldiers who died during the 823 Campaign have received the pension and care of the Armed Forces in accordance with the law. Furthermore, the MND has, for the time being, continued to release caring money of livelihood, as well as Chinese New Year caring money, for bereaved families when their pension expires. Fourteen members currently remain from the bereaved whose pension expired and caring money of livelihood applies. For them, the amount of NT$68,000 of caring money upon pension expiration and NT$3,000 of caring money at Chinese New Year have been approved for release annually, totaling NT$ 71,000. Furthermore, the Veterans Affairs Council (VAC) has also established relevant caring measures by law (such as the care for the sick, disaster condolences) and is concurrently realizing the government policy to strengthen care for bereaved families of the Armed Forces.


3. The officers and soldiers who died during the 823 Campaign have been set up with memorial tablets of loyalty for worshipping at Yuanshan Martyrs’ Shrine and the Martyrs' Shrine of Kinmen Taiwushan Cemetery in accordance with regulations. The MND holds grand ceremonies on March 29 and September 3, respectively, every year. In addition, the Kinmen Defense Command of the Army has also worked with the annual commemoration event at the 823 Campaign and organized sacrifices to show honor. As for the family members of the martyrs who expressed their hope that the military would help them find the memorial tablet, the commander of the Kinmen Defense Command personally guided the widow to the memorial tablet of Martyr Chen Shen-qian today and furnished their worshipping to the tablet.
