The Ministry of National Defense issued a press release commenting on the media coverage titled “Project of software expansion on combat tablets accused of giving favor to a certain contractor without bidding process”
In response to the media coverage “Project of software expansion on combat tablets accused of giving favor to a certain contractor without bidding process,” the Ministry of National Defense (MND) said on July 15 that report is far away from the truth and made the following statement in rebuttal.
1. The project pertains to the expansion of the existing system, which should be carried out in accordance with the Government Procurement Act and the Military Procurement Protocol with reference to the universal contract formatting stipulated by the government. Only qualified suppliers certified by the Bureau of Industry (Ministry of Economic Affairs) will be contracted for fulfillment. The operation procedure has been entirely based on the Government Procurement Act.
2. Considering the compatibility, convertibility and feasibility of the system, the expansion will be performed without altering existing framework and software for added functions to meet military requirements and ensure stability.
3. Experts from outside of the military have been invited to review and make decisions among qualified suppliers, which not only ensures contract fulfillment capabilities but solidifies integrity and fairness. No special favor is spared for any supplier.
