Ministry of National Defense Press Release Response to Media Coverage on Incident of Using Prohibited Drugs in the Guandu Army Command Center

Service members discharged for being involved in prohibited drugs thanks to efficient supervision and proactive investigation

In response to the media coverage on the incident of using prohibited drugs in the Guandu Army Command Center, the Sixth Regiment of the ROC Army said today on the 8th that the soldier has been penalized and discharged. The Regiment stressed that no prohibited drugs will be tolerated in the military. A non-commissioned officer, Wang, serving in the Guandu Army Command Center was found selling prohibited drugs by the police in November, 2019, when he was on his leave from the barracks. On the other hand, Du, an enlisted soldier, was found possessing prohibited drugs on December 27 thanks to effective, rigorous supervision. Wang and Du have been tried and penalized in accordance with the Narcotics Hazard Prevention Act and thus have been discharged. The two offenders served in the same unit; therefore, the entire company was asked to go through a urine test for drug reaction. Fortunately, the rest of them all tested negative.

The Sixth Regiment reiterated that it is their duty to strictly enforce prohibition of illegal drugs/narcotics and proactively ensure it. In order to strengthen the service members’ knowledge about the prohibited drugs, the Army pledges to keep on advocating the authority of discipline and military law. Local district attorneys in Keelung and Shihlin have been invited to conduct training sessions to remind all service members of the peril and harm of prohibited drugs both to themselves and to the greater society. In addition, sniffer dogs will be sent from the military police to deter such offense in the barracks on an irregular basis. Supervision will also be strengthened and tightened, while certain high-risk members will be closely monitored. Those who are involved in such offense will be severely penalized and discharged immediately.
