Ministry of National Defense Issues Press Release Stating Information for “The ‘32nd Han Kuang Military Exercise’ Live Exercise Planning” (August 9th 2016)

2. Highlights of Press Release:
1) Ministry of National Defense spokesman Chen Chung-Ji expressed today (9th) that the live exercise of this year’s (2016) 32nd Han Kuang Military Exercise will be conducted from August 22nd to 26th. The Exercise will be conducted in accordance with the “Planned Coordination” and use “Live Exercises with Partial Live-Fire Drills”. The exercise will focus on items such as military base defense warfare, electronic and communication network warfare, incorporation of airborne forces and coast guard forces in joint warfare, defense of key infrastructure, quick suppression, anti-blockade protection, planting of mines in coasts and landing areas, overall aerial and land warfare, and utilization of new military forces. The Exercise will feature the consecutive attacks and defenses over a period of 5 days and 4 nights.
2) Ministry of National Defense spokesman Chen Chung-Ji indicated that, in order to implement well-rounded combat readiness, during the period of the live drill, the military shall abide by the principles of “Demanding Excellence Through the Implementation of Rigorous Training” to ensure excellence in combat training and explore the various issues in warfare so as to integrate the resources of the nation to build a strong national defense force to protect national security and sustainable development.
3. Introduction to the Live Troop Exercise Planning of the 2016 “32nd Han Kuang Military Exercise”
1) Foreword
The “32nd Han Kuang Military Exercise” is an annual military drill of the Republic of China Armed Forces. Its primary aim is to verify the successes of the combat readiness training of the Republic of China Armed Forces, utilization of new forces and tactics, and to inspect the feasibility of the national military tactics and security plans. The exercise will strengthen the joint combat capabilities of the armed forces and enable them to adapt to future regional threats and meet defense warfare demands to protect national security.
2) Exercise Planning
i) Planning Concepts:
In response to enemy threats, the military will simulate scenarios in the event of an attack from the People's Liberation Army of the People's Republic of China. The Defense forces will abide by the contingency warfare plans to conduct warfare stages such as joint aerial defense, joint interceptions, and joint territorial defense. The exercise will integrate the annual armed forces joint combat exercise (Lian Xiang, Lian Dian, Lian Xin, Lian Yun, Lian Xing, and Lian Yong), the unity of the reserve forces and the independent exercises to implement a defense exercise that will strengthen the effectiveness of the combat readiness and joint combat warfare.
ii) Exercise Methods:
From August 22nd to 26th, the Exercise will be conducted in accordance with the “Planned Coordination” and use “Live Exercises with Partial Live-Fire Drills”. The exercise will focus on items such as military base defense warfare, electronic and communication network warfare, incorporation of airborne forces and coast guard forces in joint warfare, defense of key infrastructure, quick suppression, anti-blockade protection, planting of mines in coasts and landing areas, overall aerial and ground warfare, and utilization of new military forces. iii) Planning of Live-Fire Drills:
The “Aerial Suppression Warfare”, “Live Maritime Exercise”, “Anti-Landing Operations on Outlying Islands”, and “Overall Aerial and Land Warfare” are planned, as described in the following:
a. Aerial Suppression Warfare: On August 23rd, using the mainstream Air Force fighters, the Air Force will conduct aerial combat patrols, clearing, covering and bombing exercise missions at the Penghu Reef Range to verify the aerial suppression capabilities of the Air Force.
b. Live Maritime Exercise: On August 23rd and 25th, the Navy and Air Force will conduct joint combat operation to conduct anti-air, anti-missile, anti-submarine, and anti-surface combat exercises in the surrounding seas of Taiwan to strengthen the anti-air capabilities of the naval fleets, the naval mobility, and the intercepting capabilities of the joint forces.
c. Anti-Landing Warfare of Outlying Islands: On August 25th, the Kinmen Defense Command will conduct the anti-boat craft shooting, decisive barrage at landing ship line, protective shooting and stronghold battle exercises in the Houhu Zone of Kinmen to verify the independent combat capabilities of the outlying islands.
d. Overall Aerial and Land Warfare: On August 25th, through simulated guidance, the Army Armored Forces, Aviation and Special Forces, and the Air Force will deploy support aircraft secretly to implement aerial command for preemptive attacks, joint firepower suppression and battlefield pursuit to elevate the efficiency of the joint aerial-land warfare.
3) Features of the Exercise
i) Verify the efficacy of the emerging forces: The newly acquired weapons and equipment, such as the AH-64E, UH-60M helicopters, P-3C anti-submarine aircraft, and the indigeneous unmanned aerial system (UAS), Clouded Leopard, Tuo River Class Corvette, Panshi Fast Combat Support Ship, and PAC-3 missiles, are incorporated into the live drills for verification of their effectiveness and to collect combat statistics for future R&D reference.
ii) Elevate the cyber warfare capacity: To better respond to future cyber warfare trends and ensure the integrity of the commands, management, communication and intelligence systems, the resources for cyber warfare will be integrated to strengthen the cyber defense drills. Besides proving the effectiveness of the indigenous cyber warfare weapons, the military will also call on the participation of reserve forces and the participation of cyber warfare talents from the private sectors to ensure the actual elevation of the cyber defense of the military.
iii) Refine Innovations / Develop Asymmetric Warfare: To create localized advantages in the battlefield, the military will develop innovative warfare tactics and asymmetric warfare tactics, plan and exercise the “Mine-Planting Along Coasts”, “Mine-Planting in Landing Areas”, “Suppression Warfare” and “Tactical Communication Operation” to fully develop the combat capacities of the armed forces and achieve the aims of overcoming strong forces with a weaker force.
iv) Integrate Inter-Department Resources for Joint Combat Capacities: To effectively integrate the national resources and ensure the accomplishment of the defense missions during wartime, the military will review the order of inclusion of the Coast Guard and Airborne forces. Besides the cooperation of the Coast Guard forces in the exercises, this is the first time that the Airborne forces have participated in the exercises so as to establish chain of command during wartime and verify the efficacy of the joint combat capabilities of inter-department forces.
v) Develop National Defense Mobilization Resources: In consideration of the various scenarios of the enemy attacks on Taiwan, in order to ensure the safety of the central administrative regions of Taiwan, the ROC military will direct operations with the assistance of the Ministry of Transportation and Communications to seal off the Hsuehshan Tunnel and complete the troop mobilization and firepower deployment at various key points so as to effectively deter the enemy attacks and achieve the aims of stopping and eliminating the enemy.
