Navy Command Headquarters Released a Press Release Explaining the Matter Regarding the Media Coverage of “IDS Adopting Foreign Blueprint for the Hull Section?” (November 14th, 2019)

IDS Adopting Foreign Blueprint for the Hull Section? Navy: Misjudgement.

Regarding the media coverage of “IDS Adopting Foreign Blueprint for the Hull Section?”, the Navy Command Headquarters has expressed today (14th) that the relevant judgement is false interpretation to the truth, and has provided the following explanations:

1. IDS is divided into two phases of design and construction, where the design phase, which is between  March 23rd, 2017 and December 22nd, 2020, has completed the concept design, preliminary design, and contract design as of now. IDS is autonomously and domestically designed, with foreign submarine designers of actual performance providing technical services, and is not designed based on blueprints purchased from other countries.

2. The Navy and CSBC Corporation proceeded to the Legislative Yuan to implement the confidential progress report of the IDS program on 28th March, then explained on the progress of the IDS and the certification of various documents to the supervisory committee members on 23rd April. The IDS program is currently implementing and progressing normally under the support and supervision of both the Legislative Yuan and Control Yuan.

3. All submarines from countries around the world are not completed independently by one country, which is the same case in the USA, where they adopted this model for their first submarine prototype, in order to absorb foreign technology and collaborate with domestic OEM technology, as well as reduce construction risks, gradually establish domestic manufacturers’ manufacturing energy in submarine equipment, successively increase the content rate, and achieve the objective of autonomous national defense in the future.

4. The acquisition and procurement of submarines has been a consistent policy for past governments, and one should not raise any judgement regarding the IDS program with non-professional argument in order to confuse the public. The Navy will continue to uphold a prudent attitude and risk control & management to complete the IDS program, and hereby requests the support of all citizens.
