1.    Briefing on the CCP's military exercises
(1)    Office of the Deputy CGS:
i.    April 8 at 08:20:
The Eastern Theater Command of the CCP announced the execution of the "Allied Sword" exercise in the sea and air space around Taiwan from April 8 to 10, and combat readiness as well as security patrol around Taiwan.
ii.    From April 8 at 09:30:
71 sorties of various types of aircraft, drones, air early warning (AEW) aircraft, and fighter jets, and nine warships carried out large-scale military raids around our peripheral waters and airspace.
iii.    From April 9 at 05:55:
70 sorties of drones, AEW aircraft, fighter jets, carrier-based aircraft, and bombers, and 11 warships continued to implement joint military deterrence around our peripheral sea and air space.
iv.    From April 10 at 05:41:
91 sorties of various types of aircraft, drones, AEW aircraft, fighter jets, and carrier-based aircraft, and 12 warships continued to implement joint blockades and control actions around our peripheral sea and air space.


(2)    Operations and Planning Division:
i.    Establishment of a response center:
The MND and various strategic units have set up emergency response centers based on the combat situation mechanism to closely monitor sea and air developments, and to command combat readiness forces to respond to contingencies.
ii.    Enhance level of combat readiness:
Since 08:00 on April 8, the Armed Forces have upgraded the alert to "Enhanced Security", and the chief and deputy commanding officers are not allowed to leave camp (defense area).
iii.    Combat readiness measures are as follows:
Based on the guidance of "Safeguarding the median line, territorial waters, and sovereignty" and according to the regulations dealing with emergencies, naval and air forces, land-based air defense, and sea-controlling missile forces should be appropriately dispatched for dealing with CCP military aircraft and warships entering the response zone with the assistance of Coast Guard vessels. 

2.    Exercise Planning of All-Out National Defense Mobilization and Disaster Rescue (Min'an No. 9) for 2023
Serving as the role of secretariat for business presentation of all-out defense mobilization preparation of the Executive Yuan, the MND held a press conference on planning briefing for the All-Out National Defense Mobilization and Disaster Rescue (Min'an No. 9) Exercise for 2023 to explain the schedule and implementation of "Min’an Exercise No. 9" to strengthen disaster prevention and response actions by local governments and ensure the safety of the life and property of our nationals.
"Min'an Exercise No. 9" to be conducted this year is cited as a previous example of administration to work in conjunction with the "Disaster Management Exercise" of the Executive Yuan; the purpose of which is to strengthen the preparedness of local governments in the face of various disasters, and examine the integration of disaster prevention, relief capacity, and response mechanisms.
The exercise is scheduled to be implemented by the governments of three municipalities, including Taichung City, and eight counties (cities), including Lianjiang County, from April to July. The Taichung City Government will conduct the first session of "Min'an Exercise No. 9" this year from April 13, while the schedule of each of the sessions is planned as follows:

The exercise is divided into two stages: Military Simulation and Comprehensive Practice. Further details are as follows:
(1) Military simulation (morning):
For compound disasters such as war and natural disasters, the local government will develop response measures according to the scenarios, verify the feasibility of contingency plans, and incorporate the results into various revision operations.
(2) Comprehensive practice (afternoon):
The local chief will serve as the commander to coordinate subordinates, such as public and private institutions, civil defense teams, substitute service soldiers, rescue and volunteer groups, and the Armed Forces and reserves, as well as coaching organizations, while all participants will work based on the designed scenarios after the "real materials, on site, authentic practice" approach has been communicated to verify the response integration mechanism of the emergency.
