Four. News references of press conference
Since 2002, the Executive Yuan has fully implemented a performance evaluation system for government agencies, with the aim of enhancing autonomous management capabilities and conducting self-assessments before and after policy implementation, to achieve continuous improvement year over year and highlight overall administrative outcomes.
The MND combined policies of the Executive Yuan according to the President’s national security vision and Executive Yuan’s governance guidelines. It also developed its 2024 Administrative Plan based on socio-economic developments and the future needs of force buildup and preparedness, outlined specific “Administrative Objectives” and execution strategies to guide its implementation.
The MND 2024 Administrative Plan includes 11 Administrative Objectives, such as “establishing comprehensive national defense combat capabilities to enhance the effectiveness of joint operations among the three services” and “improving joint combat training in alignment with real battlefield scenarios.” These objectives are jointly implemented by relevant units, and performance is reviewed at the end of the year to evaluate administrative effectiveness.
To ensure practicality and comprehensiveness, relevant scholars, experts, and heads of various units are invited to jointly review the progress and outcomes. The results and directions for improvement will be included in the annual "Administrative Performance Report" and publicly disclosed on the MND’s website/government information section in accordance with regulations. This will also serve as a reference for subsequent policy planning.
In 2024, all tasks of the MND are completed according to the annual administrative plan. Improvement plans are also incorporated into the 2025 administrative work, continuing to be promoted. This enables the public to better understand the overall progress of national defense policies and supports the ongoing development of the national military.
