Ministry of National Defense Press Release Regarding Incident Involving Civilian Posing as Think Tank Member

Press Release Date: March 12, 2025
Time: 10:20

The Ministry of National Defense (MND) today (12th) announced that in January 2024, the Political Warfare Bureau received a report from military personnel about a civilian, surnamed Shih, who posed as a member of a U.S. think tank in an attempt to contact active-duty personnel to gather sensitive information. The Ministry immediately notified the National Security Bureau (NSB) and coordinated with the Military Police Command to conduct a special investigation. In August 2024, the case was referred to the Taichung Branch of the Taiwan High Prosecutors Office for further investigation.

The MND explained that the case was promptly investigated, and judicial authorities were notified for further action. Preemptive control measures were implemented to minimize any potential damage. The Taichung Branch of the High Prosecutors Office has formally indicted the individual on charges including violations of the National Security Act, the National Secrets Act, and the Crime and Corruption Act.

The MND emphasized that in light of current security conditions, the Chinese Communist Party's efforts to infiltrate Taiwan have not ceased. Any military personnel involved in treasonous activities will face strong public condemnation. The Ministry also reiterated its commitment to proactively preventing espionage activities by continuing education on security awareness within the armed forces, fostering vigilance and patriotism among military personnel. Furthermore, the MND will maintain close cooperation with national security and intelligence teams to enhance integrated defense efforts and strengthen the nation's security resilience.
