    In response to media reports of "the D-3 Clouded Leopard armored vehicle R&D project and apparent changes to cooperation between the Armaments Bureau and National Chung Shan Institute of Science and Technology (NCSIST)", the Armaments Bureau of the Ministry of National Defense (MND) stated that the Production and Manufacturing Center of the Armaments Bureau and NCSIST had completed developments in August 2023 based on the operation needs of the Army, and it passed the initial combat evaluation. The two agencies are currently working in accordance with the improvement items proposed by the Army to improve the appearance and performance of the D3. They will continue to work on the cooperation and development of the project.

    The Armaments Bureau of the MND stated with respect to the development schedule of the D3 prototype vehicle, the assembly of entire vehicle system is expected to be completed by the end of June next year (2025), and the current progress of work is on schedule. The R&D budget of the Production and Manufacturing Centre and NCSIST has also been appropriated, and there are no so-called "obstacles" as claimed by the media. The MND urges our nationals to continue rendering support to our indigenous research and development of weapons to benefit the goal of autonomous national defense.
