In response to media reports that "compulsory service may become the main battle force," the Ministry of National Defense (MND) stated today (16th) that draftees on one-year compulsory military service next year will serve mainly at the garrison troops assigned to safeguard Taiwan, outer islands, and the central government. Service personnel can take part in the selection based on their civilian specialty, or choose to serve in battle forces. In addition, the complete and systematic training provided during one-year service enables service personnel to assume the responsibility of guarding and securing the country, and can shorten mobilization during wartime and strengthen social resilience. As viewed, the contents of media reports are not factual and are misleading.

In response to manpower shortage challenges for volunteer military service, the MND explained that the lower birth rates and other population trends in our country coupled with urgent demands for talent in enterprises post-pandemic have had an impact on recruitment and retention in the Armed Forces, resulting in a decline in manpower for compulsory military service. At present, the average capacity of main battle forces in the Armed Forces is still at over 80%, and the MND will continue to strengthen the recruitment and retention of service personnel in the Armed Forces, selecting the best talent to supplement voluntary military service. The MND will also continue to strive to intensify guidance for new recruits, improve daily care, and improve the work environment for service personnel, strengthening leadership and command at all levels to encourage outstanding officers and soldiers to stay in the service in the Armed Forces and stabilize the combat effectiveness of troops.

    The MND has always stressed that the adjustment to one-year compulsory military service is systematically made after taking several factors into account, including changes in global strategic trends, regional security conflicts, practical national defense needs, and changes in demographics. The MND also considers the actual combat experience of developed countries and comprehensive reform policies and plans with the purpose of enhancing the combat effectiveness of troops on a large scale to deter the enemy. The MND would therefore like to call on nationals for support as we jointly protect our beautiful homeland.
