In response to external concerns about "the planning of a pension scheme for servicemen serving one-year compulsory military service," the Ministry of National Defense (MND) has provided details as follows:
1. To manage adjustments in compulsory military service and integrate the service period with individual careers, the MND has enacted a special law under the directive from the Executive Yuan where the state is stipulated to provide a pension for servicemen as accumulated in their retirement career income. As of January this year (2023), the MND has invited the Ministry of the Civil Service, the Ministry of Labor, and other ministries and agencies to discuss the relevant laws and regulations with respect to support policies as well as implementation plans.
2. The draft "Contribution Plan of the Pension Ordinance for the Enlistment Period of Compulsory Service" was formulated by an inter-ministerial committee, and submitted to the Executive Yuan. The draft was passed on September 21 and sent to the Legislative Yuan for enactment. The draft has also been scheduled for joint review by the Foreign Affairs and Defense Committee and the Home Affairs Committee. Once the bill is passed, the policy can be implemented according to law.
The MND stated that the number of people planned to be recruited in 2024 is estimated to be about 9,127, whereas the Bureau of Labor Insurance, Ministry of Labor, and the MND have already completed the contribution plan and formulated the Operation Regulations of Pension Contributions during Enlistment for Compulsory Military Service, whose operation process, dissemination, and publicity of operation instructions, and trials will be completed by the end of October. The information system can be put online by the end of November, with each of the tasks currently being carried out according to schedule, and the policy can enter into force as scheduled.
