In response to media reports that "The Ministry of National Defense will control and
prioritize the media via which the mobilization preparation order will be issued", the
Ministry of National Defense (MND) elaborated as follows today (26 th ):
1. Considering the need to transmit correct information and manage false
information, there must be regulations for effective administration in time of war or
emergency. Regulations and standards can already be found for matters in the
current Mass Communication Business and Control Regulations for Practitioners
during Mobilization Implementation Stage. Further stipulations can also be found in
the Disaster Prevention Law and the regulations governing the Prevention and
Control Law of Infectious Diseases.
2. The Draft All-out Defense Mobilization and Preparation Law are
predominantly classified as management regulations for the media and
communications equipment before and after mobilization. The purpose of which is
to sustain military security and successful implementation of warfare. Such
regulations are considered necessary to deal with cognitive combat threats from the
enemy and to ensure national security. As such, the so-called " military rule
implementing a curfew" in some media reports is not true.
