The Army Education, Training, and Doctrine Development Command stated that a non-commissioned officer with the surname of Yuan of the Command drove through the urban area of Miaoli while on leave on the 19th. During this time, he accidentally hit a civilian surnamed Liu and then left the scene. When the police conducted an alcohol check on Yuan, the test result was in significant excess of the legal level. The civilian Liu was brought to the hospital, but she soon died due to her serious injuries. The case is now being investigated by the Miaoli District Prosecutor's Office for crimes like public danger and negligent homicide.

 

The Army Education, Training, and Doctrine Development Command is deeply saddened by this unfortunate accident. As follow-up, in addition to working with the procurator and police investigation, the Command will also adhere to the principle of "parallel conduct of criminal and civil punishment" and punish the officer severely, removing him from military service. Furthermore, the Command will also cite the incident as the focus of legal training and education in order to ensure the military’s reputation.
