Important Armed Forces Personnel Transfer Recommended and Reported After Thorough Consideration

Regarding the media coverage of “Casual Transfer of High Ranking Military Officers Sabotages Personnel System”, Ministry of National Defense has provided the following explanations for the recent personnel adjustment of high ranking military officers: 

1. Various personnel adjustments of Armed Forces are implemented by comprehensively taking into account factors including job attributes, mission requirements, class management and supervision, job experience, and personal traits, then personnel evaluation committees are convened according to procedures and under regulations including the “Enforcement Rules of the Act of Assignment for Officers and Noncommissioned Officers of the Armed Forces”, where military figures are recommended after discussion between committee members.

2. Chief Bodyguard of the Presidential Palace is an important and honored position; considering that Lieutenant General Zhong Shu-ming was graduated from the 1986 class, who is remarkably experienced in practical troop management, and is known for his upright leadership, which is adequate for assuming the position of the Chief Bodyguard of the Presidential Palace according to the current mission requirement, where he is able to exert his leadership and management abilities.

3. Lieutenant General Huang Jin-cai, the newly appointed Commander of Military Police Command, once served as the commander for the Penghu Defense Command and the 6th Army Command, and has reached 2 years for his tenure of lieutenant general. During his tenure of the Commander of the 6th Army Command, he became familiar with the defensive combat and counter-terrorism support missions in the northern and central area, which makes it seamless for him to lead the Military Police Command to implement important works including special guards and central defense.

4. Lieutenant General Yang Ji-rong, the newly appointed Commander of the 6th Army Command, was graduated from the 1986 class of the Republic of China Military Academy, and once served important positions including the commander of the 21 Cannon Command under the 6th Army Command, and the commander of the Lanyang Area Command. Having also served as the deputy commander of the 6th Army Command for 13 months, his tenure at the 6th Army Command has accumulated to 37 months, where he became familiar with various combat, drill, training, and disaster prevention and rescue missions, which makes him adequate for the position in terms of class management and supervision as well as job competence.

5. The ministry has selected and recommended the following position adjustments according to the personnel operation procedure under authority and responsibilities, and hereby expresses its gratitude to the solicitude and care from each sector.
