Military Intelligence Bureau Released a Press Release Explaining the Matter Regarding the Media Coverage of “Government Did Not Show Concern Towards Liaison of the Shaokang Operation, Yang Ming-zhong, During His Sentence in China”. (February 18th, 20
The independent comments made by ET today in relating to the allegation of the Military Intelligence Bureau not showing concern towards the liaison of the “Shaokang Operation”, Yang Ming-zhong, during his sentence in China, and that the Military Intelligence Bureau rejected Yang’s appeal of reinstating hismilitary rank as acaptain after he was released back to Taiwan based on the reason of his age exceeding the limit of military service, are misinterpretation of the truth; the bureau hereby solemnly provides the official explanation in order to set the record straight:
1. The Military Intelligence Bureau has been conforming to the National Intelligence Service Law and relevant regulations to look after Mr. Yang’s family during his 20 years sentence by issuing the family with living allowances and holiday bonuses each month as well as provide full funding for the family to visit Mr. Yang in China.
2. The government provided full funding support during Mr. Yang’s sentence to improve his life in prison as well as fought to reduce his sentence, and managed to reduce his sentence by 5 years and 4 months, which facilitated to his early release back to Taiwan.
3. The Military Intelligence Bureau assisted on arranging health examinations and medical subsidies for Mr. Yang after he returned to Taiwan, and conformed to a principle of “Leniency, Generosity, Speed” when handling compensation, severance pay, and property damage compensation in order to take care of Mr. Yang’s daily life.
4. Mr. Yang was sentenced from the case in 1984, which resulted to the suspension of his service. The Military Intelligence Bureau has been operating under the principle of “Employment of 3 Levels” since 1995; hence Mr. Yang’s military rank is unable to be reinstated according to the regulations of the law and the actual application. The government and the bureau both highly regard Mr. Yang’s dedication and sacrifice to the country, and will be taking care of him based on the principle of “Leniency, Generosity”; the bureau hereby requests the support of citizens on national security works.
