Reserve Command: Military Recall Selection Methods are Conducted in Accordance with Regulations (May 9, 2016)

(Military News Agency reporter, Li Yi-Hao, May 8th) Regarding the media report, “Ministry of National Defense Accused of Inequality in Military Recalls as Same People were Recalled Four Times”, the Reserve Command Headquarters indicated today that the selection for military recalls were based on regulations such as Act Of Military Service System, The Enforcement Act of Act of Military Service System and Military Recall Regulations. The implementation will be conducted in accordance with the needs of the training system of the Reserve Forces, and all military personnel recalls will be conducted in accordance with the regulations.

The Reserve Command pointed out that, regarding the military recall regulations and selection methods, the information is available on the Ministry of National Defense website, and according to Article 27 of the “The Enforcement Act of Act of Military Service System”, it stipulates that “The criteria, number and date of Educational Mobilization and Duty Mobilization shall be implemented by the Ministry of National Defense according to the annual program and be done no more than four times, no more than 20 days at one time and made within 8 years from the date of retirement.” In addition, to maintain the integrity and meet the needs of reserve defenses, fixed grouping methods are adopted and as there are less personnel with specific skillsets, so they will be recalled up to 4 times.

The Reserve Command expressed that, beginning from 2015, soldiers who have completed their compulsory military service after 2015 will be subject to change of a maximum of 2 military recalls within 8 years of their completion. This change was reviewed and approved by the Ministry of National Defense in 2014. When the National Audit Office conducted an inspection of the Ministry of National Defense in 2014, the Ministry explained the policy adjustment to the Office and the policy was approved.
