    The Ministry of National Defense (MND) stated today (May 29) that at 0131 hours, the People’s Republic of China (PRC) conducted a satellite launch mission using a carrier rocket from the Xichang Satellite Launch Center in Sichuan Province. The rocket’s flight path traversed central Taiwan’s airspace toward the western Pacific Ocean, at an altitude outside the atmosphere, posing no hazard to Taiwan. The Republic of China (ROC) Armed Forces employed integrated intelligence, surveillance, and reconnaissance (ISR) systems to closely monitor the situation and maintained vigilance and readiness to respond.

    To promote the technological development of Unmanned Surface Vehicles (USVs) and to better understand the performance of USV products from domestic and international manufacturers, the National Chung-Shan Institute of Science and Technology (NCSIST) has scheduled a public demonstration of USVs on June 17–18, 2025, off the coast of Su'ao. Domestic and international companies are invited to jointly participate in this event, including those in shipbuilding, control systems, and communications. 
    The NCSIST will assess the technical capabilities of each participating manufacturer based on the demonstration results and provide reference for the future optimization of unmanned vehicles to the military, ensuring that the performance of subsequent systems meets operational requirements. This event will serve as a reference platform for potential end-users, such as the R.O.C. Armed Forces and the Coast Guard Administration, to gain insight into the current situation of industry development and technological capabilities. It will also facilitate future collaboration and exchange among participating manufacturers, thereby enhancing national defense self-reliance, and promoting industrial development. 

◼Target Audience: Government agencies, the MND, different military branches, the Coast Guard Administration, and the media. (General public or individuals of Chinese nationality are not allowed.) 
◼Schedule Planning: 
    ▲April 29: Manufacturers briefing (Location: NCSIST) 
    ▲June 9 to June 16: Manufacturers check-in, preparations before demonstration, and sea trials 
    ▲June 17 to June 18: Opening ceremony, static and dynamic display of exhibits 
    ▲June 19 to June 20: Rehearsal of dynamic demonstration 
◼Place of Demonstration: VIP Room on the 1st floor, Grand Auditorium on the 2nd floor, and Exhibition Area on the 3rd floor of the Administration Building of the Lungteh Shipbuilding Sixth Plant, as well as the offshore area of Su’ao. 
    ▲Static Display (Lungteh Sixth Plant): Each manufacturer will present the features of their products using own display materials and tools, such as brochures, posters, introductions, videos, and models, supplemented by verbal explanations to help guests understand the product characteristics. 
    ▲Dynamic Display (Offshore area in front of Jiugong Village Viewing Platform): All manufacturers will set up their land control stations of unmanned surface vehicles at the Su’ao “Jiugong Village Platform” to conduct five dynamic demonstrations, including electro-optical target imaging and remote-control of distance. 
◼Anticipated Results: 
The NCSIST will assess the technical capabilities of each participating manufacturer based on the demonstration results and provide optimization references for future unmanned vehicles to the various military branches, ensuring that subsequent unmanned vehicles meet operational requirements. Additionally, according to the manufacturers’ demonstration data, NCSIST will develop a standardized open-platform control system for unmanned vehicles, establishing modular standards that can be paired with different mission payload modules (such as patrol, search and rescue, environmental monitoring, logistics, etc.). This will further enhance the flexibility and versatility of unmanned vehicle applications, achieving dual-use military-civil benefits and enabling rapid mass production. 
◼Conclusion: 
In alignment with the national defense self-reliance policy, the NCSIST plays a leading role in the military-civil dual-use sector. In support of government initiatives and leveraging years of accumulated research and development experience, NCSIST is committed to serving as an industry integrator and hub based on its strong foundation in defense technology R&D. It will continue to promote the development of unmanned vehicles in both defense and civilian applications, and through standardized control specifications, foster industry collaboration and growth—thereby enhancing our country’s competitiveness in the global unmanned vehicle technology field and industry. 
About MND

The ROC Constitution stipulates that the ROC national defense aims to defend the nation's security and safeguard world peace. Under this, the nation's defense concepts, military strategies, military buildup, and objectives are formulated to prevent conflict. The current international situation and changes to the possible threat to the ROC are also taken into consideration in the making of defense policies at the current stage. The basic objectives are "preventing war," "defending the homeland," and "countering terrorism and responding to contingencies." The higher strategic goal is "effective deterrence, resolute defense" with the establishment of a quality self-defensive force capable of counterattack. China, though calling for reunification, has never renounced the use of force against Taiwan. It has not only deployed an increasing number of ballistic missiles aimed at Taiwan but also staged large-scale military exercises with an overt saber-rattling intent to destabilize Taiwan politically and economically. Moreover, its robust economic expansion in recent years has fueled its defense spending for greater military muscle. In order to maintain Cross-Strait stability and avoid a military imbalance in the Taiwan Strait, the ROC government is calling for the establishment of confidence-building measures (CBMs) and a code of conduct on the one hand, and, on the other hand, has been constructing basic defense forces and counterattack capability to safeguard the territory without engaging in an arms race with the other side.
