

I.Facing the strategic challenges in the Indo-Pacific region, Taiwan upholds the universal values of freedom and democracy, deepens security exchanges and cooperation with allied and partner nations, and unites the strength of the democratic camp to collectively deter the P.R.C., prevent it from initiating war, and jointly address geopolitical risks.
II.Under the President’s national development strategy of the “Four-Pillar Plan for Peace,’’ the R.O.C. Armed Forces continue to deepen cooperation with the United States and other allied nations in accordance with ten military exchange objectives: “policy dialogue, arms (and commercial) sales management, defense assessment, education and training, combat readiness, professional defense, intelligence sharing, armament research and development, logistics and maintenance support, and communications and information command and control,” to expand mechanisms for multilateral military exchanges. This year, Taiwan completed several initiatives, including the establishment of international programs such as the National Development Course for allied trainees, goodwill fleet long-distance training visits to diplomatic partners, and the deployment of military medical personnel to Southeast Asia and Africa for humanitarian medical missions. As of September 30, a total of over 340 exchanges and cooperative projects had been conducted, effectively expanding areas of collaboration and strengthening substantive partnerships with friendly and allied nations.
III.The United States is Taiwan’s most important strategic partner. The R.O.C. Armed Forces continue to strengthen communication channels with the U.S. and advance multi-domain and multi-level strategic cooperation in defense and security. Looking ahead, Taiwan plans to gradually expand and deepen collaboration in areas such as high-level strategic and national security policy dialogues and visits, exercise observations, operational issue discussions, joint war games, and defense industry cooperation, with the shared goal of safeguarding peace and stability across the Taiwan Strait.
IV.To advance military exchanges and security cooperation with allied nations, the R.O.C. Armed Forces are actively engaging in information sharing, scientific research collaboration, cybersecurity protection, and joint efforts to counter gray-zone operations and cognitive warfare threats, thereby building a regional defense mechanism. At the same time, through exchanges and visits with foreign think tanks and participation in international forums, Taiwan seeks to broaden academic and policy dialogues with various countries. The MND will continue to leverage existing exchange mechanisms and, based on actual defense and operational needs, pursue cooperative frameworks with like-minded countries in the Indo-Pacific region, thereby enhancing collective security and deterrence capabilities.
