

I.Based on joint operations plans and in addition to the existing “Han Kuang Exercises,” the R.O.C. Armed Forces have added five joint operational trainings: “Immediate Readiness Exercises,” “Integrated Air and Missile Defense”, “Joint Information and Electronic Warfare,” “Joint Ground Defense,” and “Joint Maritime Defense” this year. The scenarios of exercises are developeds according to various possible actions by the PLA against Taiwan, and the exercises are appropriately scheduled and distributed from February through September to maintain a “high-readiness” level of defensive operational preparedness, while continuously deepening real-combat training and the ability to respond to sudden contingencies.
II.At the operational level, the “Han Kuang Exercise 41” this year for the first time added drills for responding to gray-zone harassment actions and for the deployment of layered defense-in-depth forces and firepower. The exercise emphasized verification of key areas including the effectiveness of mobilized force restoration, mechanisms for authorizing military action, improvement of logistics support capacity, combat effectiveness of emerging force elements, and civil-military integration and coordination. The live exercising period was extended from the previous 5 days and 4 nights to 10 days and 9 nights. In mid-July, through realistic live, on-site, real-time, fully-equipped, actual-condition training, continuous day-and-night drills were completed to effectively achieve the goals of readiness preparation.
III.To focus on realistic combat training requirements, the other joint exercises have also moved beyond a “verification-plan” format. Each is developed around scenarios that reflect the various possible actions the PLA might take against Taiwan, simulating a constrained battlefield which is limited in time, space, intelligence, and resources. These simulations direct the armed services, based on joint operations plans, to test commanders’ decision-making on-the-spot, staff-organized planning, and the effectiveness of joint operations between supporting and supported units, thereby enhancing overall readiness.
