

I.In response to the PLA’s military operations and gray-zone harassment, the R.O.C. Armed Forces employ a joint ISR system to detect enemy threats in advance and secure early warning. Based on the assessed level of threat, appropriate forces are prudently deployed to ensure the protection of national territorial waters, airspace, and overall security.
II.The MND has pragmatically reviewed the “Regulations on Handling Contingencies During the Regular Combat Readiness Period of the R.O.C. Armed Forces,” the “R.O.C. Armed Forces Combat Readiness Regulations,” and the “Joint Operations Plan” to ensure that all contingency measures meet actual operational needs. Based on these assessments, live-force exercises and other combat readiness preparations are conducted to verify the feasibility and appropriateness of relevant regulations and plans. In January of this year, the revised “Regulations on Handling Contingencies During the Regular Combat Readiness Period of the R.O.C. Armed Forces” were amended and promulgated. The revisions categorize the PLA’s key gray-zone military actions against Taiwan into low-, medium-, and high-intensity harassment modes, corresponding respectively to routine crisis management, Level 2 heightened alert, and Level 1 enhanced readiness response principles. This framework ensures that all units and command levels are well-versed in their responsibilities and operational procedures, enabling close coordination and integrated action to maximize joint operational effectiveness.
III.To appropriately respond to the PLA’s threat of “transitioning from exercises to actual war,” when the P.R.C. announces military drills around the Taiwan Strait or conducts unannounced coercive actions, the R.O.C. Armed Forces immediately establish a contingency response center and activate an “Immediate Wartime Readiness Exercise.” Tri-service units are dispatched, equipped with actual gear and live ammunition, to assume tactical positions and carry out corresponding maneuvers to deter the adversary from initiating hostilities.
