In accordance with the government’s policy of promoting civil engagement, the Ministry of National Defense is incorporating expertise and management ideas from the civil society to military hospitals and its affiliated command headquarters adhering to the Act of Promoting Civil Engagement in Public Infrastructure. The purpose is to enhance the realm of public engagement, which helps economize maintenance and management manpower, boost asset efficiency and facilitate local development.
The Ministry has sealed 9 deals, which total NT$0.547 billion. The rental revenue collected through 2019 topped NT$ 0.12 billion with additional royalty income of NT$ 0.2 billion, adding up to NT$ 0.32 billion in total. The two sources of income will be reserved for funds for military manufacturing and services respectively.
Honored with the Golden Thumb Award by the Executive Yuan, the ROT Army Dating Hall received awards in 2019 for exceptional services in the categories of government agency, civilian company and consulting firm, attracting the most attention.
Due to the impact of COVID-19, applications for the pandemic benefits for engagement are now being accepted based on the government order from the Ministry of Finance dated April 17, 2020, including subsidies on land rental and waiver of royalty. As of June 2020, the amount of benefits applied for reached NT $4.39 million.
In response to the public policy of long-term care, the space reserved based on such need is being evaluated, in which comprehensive long-term care institution will be established to provide full-time care. Some facilities for non-military purposes will be devised to diversify the military’s resources and promote local development, e.g. cultural creative galleries that provide tutorials of military knowledge.
