Important Policies 2025.10.01 Issuing Authority:Department of Strategic Planning

The ROC Armed Forces continues to develop asymmetric capabilities, enhance reserve capabilities rapidly, minimize attrition from gray zone incursions, and adopt measures for force preservation measures and swift recovery during wartime. These are aimed at ensuring effectiveness and sustainability of combat power.

  1. ROC Armed Forces Buildup

Guided by the four key principles of developing asymmetric capabilities, enhancing operational resilience, strengthening reserve forces, and bolstering gray-zone response capacity, the ROC Armed Forces aim to improve overall deterrence and sustained combat power, ensuring regional security and stability while defending against military aggression.

  2. Continuously Enhance the Joint Operations Command Mechanism

Develop various long‑range precision strike weapons and integrate intelligence, surveillance, and reconnaissance capabilities to form a kill‑chain. Strike the enemy’s core of landing effort and critical nodes to delay and disrupt their operational plans and tempo, forcing mission failure.

  3. Emphasize Strategic Endurance and Defensive Resilience

Adopt mission command, decentralized operations, and multi layered redundancy; carry out dispersed deployments and force preservation to effectively execute defensive operations.

  4. Use Emerging Technologies to Support Information, Communications, Cyber, and Electronic Warfare

Develop highly effective electronic surveillance and jamming systems, and employ emerging technologies such as cyber offense and defense, information, communications, and cyber security tools, and cloud redundancy, to strengthen the digital resilience of the military.
