Four. Press Conference Notes
The Ministry of National Defense held a press conference today (Sep. 16) to announce and explain the New Edition of the ‘‘All-Out Defense Handbook’’
I.Origin of the Handbook Compilation
On June 19, 2024, the Office of the President established the “Whole-of-Society Defense Resilience Committee,” aiming for both the government and society to maintain normal operations during emergencies. To effectively integrate policy implementation, this handbook’s revision is aligned with the progress of the “Whole-of-Society Defense Resilience” initiative.
II.Purposes for the Handbook Compilation
(I)Promoting Whole-of-Society Defense Resilience:
The general public is a crucial element of “Whole-of-Society Defense Resilience.” This handbook aims to promote the action concept of “Be Prepared, Be Safer” by providing the public with important safety guidelines, including threat awareness and relevant response information. This is intended to enhance individuals’ capabilities for self-help and mutual aid, and to strengthen the will to defend.
(II)International Alignment:
Recently, countries such as France, Sweden, Finland, Norway, and Lithuania have published new civil defense and survival handbooks. These primarily inform the public about what to do when facing natural disasters or war, incorporating mutual assistance and cooperation within their content to guide people on how to prepare for and overcome crises. Taiwan’s approach aligns with these democratic countries internationally, focusing on strengthening social resilience.
III.Structure of the Handbook
The theme of this handbook is “When Crisis Strikes: Taiwan’s National Safety Guidelines.” The content is divided into three chapters: Preparation in Normal Times, When Crisis Strikes, and Protecting Our Homeland, with a total of 18 topics:
(I)Preparation in Normal Times:
1.Daily home stockpiling.
2.Preparing an emergency evacuation kit.
3.What to do when I hear an air raid siren.
4.What to do when I hear a tsunami warning.
5.What to do when I receive an alert message.
6.Precautions for safeguarding information security.
7.How you can increase disaster preparedness knowledge and skills.
(II)When Crisis Strikes:
1.How to perform self-help and mutual aid.
2.Possible threats we may face.
3.Response methods for different crises — natural disasters.
4.Response methods for different crises — military invasion.
5.Obtaining accurate information.
6.How to access information.
7.What to do when essential goods are in shortage.
8.What to do when your home is damaged and uninhabitable.
9.How to cope with anxiety.
10.How to discuss crises and military invasion with children.
(III)Protecting Our Homeland: We need you.
