3.National Chung-Shan Institute of Science and Technology – Decision Support System for Disaster Response: Defense technology can be converted and reused to efficiently achieve disaster prevention and response.

Located in an area where Eurasian plate collides and massive ocean current appears, Taiwan is an island not only has the beautiful scenery but also encounters crucial natural disasters like earthquake, typhoon, and debris flow which can lead to great damages in a very short time, for example, typhoon-caused flood, fallen trees, and debris flow. How to effectively respond to this problem is very serious and significant to our government every year.

National Chung-Shan Institute of Science and Technology had become an administrative institution in 2014. Based on the concept of dual-use technology, our institute has developed Decision Support System for Disaster Response to shorten the time for disaster response, enhance the efficiency, and successfully reduce the effect of disaster.

Decision Support System for Disaster Response can offer the solution for disaster response information to all units in the disaster response system, and integrate all information with the disaster spot diagram which is established by the concept of images with similar features. We can not only actively provide advice for directors to make a decision, but we can also assign the disaster rescue mission to rescue units at the same time. The App developed by our institute, which is flexible, accurate, smart, and timely for operation, can be easily used by rescue members and also let the emergency response center understand the situation simultaneously.

Our institute is currently developing AI and deep-learning technology to strengthen the automatic decision analysis ability. Meanwhile, we also cooperate with National Science and Technology Center for Disaster Reduction, National Center for High-performance Computing, and Fire Bureau, Hsinchu City to learn experience of disaster rescue and develop the system to be more practical and popular. With the advanced technology and effective rescue action, we will continuously protect people and keep their property safe.
